Negotiated Contract with Lakeshore Recycling Systems

Lakeshore Recycling Systems (LRS) is a Midwest-based waste management company, operating 99 facilities and managing waste for over 130 cities. If Mounds View voters approve the switch to an Organized Collection system in November, LRS of Minnesota, based in Northeast Minneapolis, will manage the city’s trash and recycling services.

Basic Terms of Service

  • Length of Contract: 7 years

  • New Trucks: LRS will purchase two new trucks specifically for Mounds View.

  • Annual Price Increase: Capped at 3.5% per year for collection services, plus adjustments based on disposal fees.

  • Penalties: LRS will face penalties if contract requirements are not met.

  • Pick-Up Time: 7 a.m. to 7 p.m., same as current system.

  • Pick-Up Days: Monday through Thursday, divided into four sections of the city.

  • Yard Waste Season: April 15 through November 30.

  • Large/Bulky Items:

    • Small items (e.g., tire, chair): $10

    • Medium items (e.g., small desk, toilet): $20

    • Large items (e.g., single mattress, large window): $35

  • Miscellaneous items (e.g., large TV, king mattress): $50

  • Walk-Up Service: Available for disabled residents.

  • Holiday Tree Collection: Available for an additional fee.

  • Billing: Quarterly, directly billed to the customer.

  • Seasonal Service: Available with at least one week’s notice.

Standard rates:

  • 35-Gallon Trash Cart (bi-weekly): $66.08 quarterly or $22.03 monthly

  • 35 Gallon Trash Cart (Weekly): $78.69 quarterly or $26.23 monthly

  • 65 Gallon Trash Cart (Weekly): $80.35 quarterly or $26.78 monthly

  • 95 Gallon Trash Cart (Weekly): $81.17 quarterly or $27.06 monthly

Rates for seniors (65+), veterans, police, fire and ambulance personnel:

  • 35-Gallon Trash Cart (bi-weekly): $59.52 quarterly or $19.84 monthly

  • 35 Gallon Trash Cart (Weekly): $70.85 quarterly or $23.62 monthly

  • 65 Gallon Trash Cart (Weekly): $72.33 quarterly or $24.11 monthly

  • 95 Gallon Trash Cart (Weekly): $73.08 quarterly or $24.36 monthly

Additional Services:

  • 2nd Cart Weekly: $64.67

  • Yard Waste Season: $125.00

  • Yard Waste Additional Bag: $4.00/bag

  • Overflow Trash: $6.20/incident

  • Cart Change: $13.78/change (one free change per year)

  • Late Set-Out (Per Request): $27.55/incident

*These costs include both the Minnesota Solid Waste Tax (9.75%) and the Ramsey County Waste Tax (28%).
Note: Prices include taxes for regular trash services. Recycle and Yard Waste services are not taxed.
